The UK housing crisis has a continued presence in our headlines, and rural communities are among those feeling the strain the most. These rural areas are facing a growing affordability gap, leaving many residents struggling to find suitable housing. Our Rural Housing Enabler (RHE) Ollie Brice plays a crucial role in addressing these challenges by promoting and developing affordable housing in areas where it’s needed most.  

A staggering 10 million people in England live in rural areas, yet just 8% of affordable housing is built in rural areas. Coupled with sky high house prices and limited availability, the gap between need and provision is growing. This imbalance means that young families, key workers, and long-time residents are often priced out of the communities they call home. But what does a Rural Housing Enabler actually do to solve these problems? Ollie explains: 

“The Rural Housing Enabler role is a niche position designed to assist and promote the development of rural affordable housing. By brokering connections between Parish Councils, Housing Associations, District Councils, and other stakeholders, we ensure these projects progress efficiently.” 

Listening to Communities, Not Imposing Solutions 

One of the key aspects of the Rural Housing Enabler role is understanding the unique needs of each community. This is where Housing Needs Surveys come in. These surveys allow Ollie to collect accurate data directly from residents about their housing situation. By basing decisions on real feedback, they can ensure that developments are tailored to local needs. 

However, it’s not always smooth sailing. Understandably, some communities are cautious when it comes to new housing developments. People worry about preserving the character and charm of their villages. Ollie approaches these concerns with care:  

“Our intention is not to impose developments but to respond to the community's needs and wants. We prioritise Housing Needs Surveys to gather accurate data and ensure developments align with what the community desires.” 

More Than Just Housing  

Affordable housing in rural areas is about much more than just providing roofs over people’s heads. It’s about safeguarding the heart of the community. Without affordable homes, young people often move away to find opportunities elsewhere, leaving behind an ageing population and, in many cases, struggling local businesses and schools.  

“Without action, rural areas risk becoming ghost towns,” Ollie warns. A stable population helps keep essential services running, supports local businesses, and keeps the community vibrant and thriving. 

The Rural Housing Enabler role is part of a larger initiative supported by Action with Communities in Rural England (ACRE), a network dedicated to championing sustainable rural living. With their guidance and resources, Rural Housing Enablers across the country can make difference. But it’s not just about funding or planning, it’s about partnerships. By working hand-in-hand with organisations, councils, and residents, these projects reflect the hopes and needs of the people they serve. 

For Ollie, the work isn’t just a job, it’s personal. Growing up in rural Norfolk, he’s seen first-hand how the lack of suitable housing can affect a community. His background in law, particularly land law, has provided him with the tools to tackle these issues head-on, and he’s passionate about making a difference.
