Hundreds of Norwich homes to benefit from £17m Warm Homes investment

Good news for Norwich residents: Norwich City Council has secured almost £17 million in government funding to help make hundreds of homes warmer, more energy efficient, and cheaper to heat.

Two Funds, Two Ways Residents Will Benefit

1. Warm Homes: Social Housing Fund – £12.04 million

This substantial grant, paired with additional council funding, brings the total to £22.6 million. It will be used to upgrade social housing through:

  • 1,400 solar panel systems (PV)
  • 140 air source heat pumps
  • A ground source heat pump system installed across the council’s social housing stock
 

Work began in April 2025 and runs until 31 March 2028. Norwich City Council tenants will be contacted directly about improvements planned for their homes.

2. Warm Homes: Local Grant – £4.75 million

This grant targets low-income households in private homes—whether owned or rented—that are energy inefficient (EPC ratings D to G). Up to 330 homes will receive support, offering up to £15,000 per property for both energy-saving upgrades and low-carbon heating solutions (like heat pumps).  

You may be eligible if:

  • Your household gross income is below £36,000 per year, or
  • You receive certain means-tested benefits (e.g., Housing Benefit, Income-based Jobseeker’s Allowance, Universal Credit, Pension Credit), or
  • You live in a deprived city postcode.
 

These upgrades are designed to help homes become warmer, healthier, and cheaper to run, while cutting carbon emissions across the city.  

What This Means for You

  • If you're in social housing: Watch for a letter from the council and E.ON—your home could soon be fitted with solar panels or a heat pump.

Carbon Emissions Benefits

The £17 million Warm Homes investment will make homes across Norwich more energy efficient, cutting the amount of fuel needed to heat them. By improving insulation and installing low-carbon technologies like solar panels and heat pumps:

  • Households will use less gas and electricity, lowering energy bills.
  • Carbon emissions from homes – one of the city’s biggest sources of emissions – will be significantly reduced.
  • Over the three-year programme, the upgrades will save thousands of tonnes of CO₂, supporting Norwich’s target of becoming a net-zero city by 2045.
