In an era where digital connectivity is integral to daily life, the UK government has introduced the Digital Inclusion Action Plan: First Steps, aiming to bridge the digital divide and ensure equitable access to technology for all citizens. ​

Understanding the Digital Divide

Digital exclusion affects approximately one in four Britons, hindering their ability to perform essential tasks such as accessing healthcare, applying for jobs, or managing finances online. This exclusion can lead to increased living costs and limited opportunities for those affected. ​

Key Actions of the Plan

The action plan outlines five immediate steps to enhance digital inclusion:

  • Local-Level Support: Launching a Digital Inclusion Innovation Fund to back community initiatives that assist individuals in getting online.​
  • Skills Enhancement: Strengthening frameworks that provide essential digital skills training for individuals and businesses, ensuring safe and confident online engagement.​
  • Device Accessibility: Collaborating with the Digital Poverty Alliance to pilot a scheme that donates refurbished government laptops to those in need.​
  • Accessible Government Services: Improving the user experience of digital government services, including expanding the use of GOV.UK One Login for streamlined access.​
  • Evidence Gathering: Assessing effective digital inclusion strategies, identifying areas with the greatest need, and evaluating the socio-economic benefits of enhancing adult digital skills.​

Collaborative Efforts with Industry

The plan emphasizes partnerships with the private sector, securing commitments from major companies such as Google, CityFibre, Virgin Media O2 and Vodafone.

The initiative concentrates on assisting:

  • Young people​
  • Older individuals​
  • People with disabilities​
  • Those currently unemployed​
  • Low-income households
    ​​

The plan's strategic areas include opening opportunities through skills development, addressing data and device poverty, eliminating barriers to digital services, and building user confidence.​

Call for Community Engagement

The Government is seeking input on this action plan through a call for evidence open until 11:55 pm on 9 April 2025. Stakeholders such as local authorities, businesses, charities, community groups, and individuals are encouraged to contribute their perspectives to shape the future of digital inclusion in the UK. ​
