ACT for Local Authorities is a collaborative effort led by the National Counter Terrorism Security Office (NaCTSO). It leverages CTP’s regional network of Counter Terrorism Security Advisers and Prepare Officers to support local authorities in implementing the "Protect" and "Prepare" elements of the national counter terrorism strategy. The initiative underscores the collective responsibility of local councils and their partners in safeguarding public spaces.

Since 2020, CTP has been reassessing its approach to "Protect" and "Prepare" in response to the changing landscape of terrorism. Modern threats often involve individuals acting independently, employing accessible methods such as vehicles, homemade explosives, and bladed weapons. Attacks have increasingly targeted public spaces like high streets and markets, areas typically under local authority jurisdiction.
While distinct from the Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law, ACT for Local Authorities complements this legislation. Martyn’s Law focuses on premises hosting events, whereas ACT for Local Authorities addresses public spaces without specific events, ensuring comprehensive risk mitigation across all areas.
The initiative is designed not to burden local authorities but to provide consistent support. CTP offers access to specialist counter terrorism information, guidance, and expert advice, enabling local councils to identify and mitigate terrorist risks effectively.
