The Changing Landscape of the VCSE Sector in West and North Norfolk 

The Voluntary, Community and Social Enterprise (VCSE) sector in West and North Norfolk is navigating a period of significant challenge and change.  A recent consultation by Community Action Norfolk (CAN), on behalf of the Norfolk and Waveney Integrated Care Board (ICB), reveals a deeply strained landscape marked by rising community need, growing operational pressures, and funding uncertainty. 

CAN would like to take this opportunity to say a big thank you to all of the VCSE colleagues who have given their valuable time to share with us their experiences and insights.   

In June 2025 CAN presented its findings to colleagues within the Integrated Care System (ICS), who we are continuing to work closely with. 

"This report provides a comprehensive overview of the challenges faced by the VCSE operating in North and West Norfolk, and where there may be opportunities for future collaboration and capacity building.  The Place Boards are grateful for the work carried out by CAN and for the time given by colleagues in the sector to provide contributions. The Boards are now considering the recommendations and how best to take them forward with VCSE partners."

The VCSE sector is essential to the social fabric of West and North Norfolk, yet it stands at a crossroads.  Our report calls on local authorities, health bodies, and funders to prioritise meaningful collaboration, sustainable investment, and community-centred solutions before more vital services are lost. 

Key Themes 

1. Surging Demand, Complex Needs 

VCSE organisations are experiencing a spike in demand driven by growing mental health concerns, loneliness, and financial hardship, while also contending with more complex client needs.  The sector is increasingly providing services that bridge gaps left by overstretched statutory services, particularly in rural and coastal communities. 

2. Fragile Infrastructure and Unsustainable Funding 

Many organisations report struggling with short-term funding, unclear commissioning processes, and an overreliance on volunteer support.  The closure of long-established providers like West Norfolk Carers highlights a lack of long-term sustainability.  Smaller VCSEs, in particular, feel underrepresented and underfunded. 

3. Rural Challenges: Transport, Digital Exclusion, Isolation 

Poor public transport, digital barriers, low personal confidence, and geographical isolation create significant access issues for both service users and providers.  Transport limitations are especially acute in West and North Norfolk villages, hindering access to services, employment, and social engagement. 

4. Youth and Community Resilience 

Young people face growing barriers to employment, education, and wellbeing fuelled by transport issues, lack of local opportunities, and mental health challenges.  The report calls for increased mentoring, life skills training, and intergenerational activities to strengthen youth resilience. 

5. Communication and Inclusion in Decision-Making 

There is a pressing need for improved collaboration between statutory services and the VCSE sector.  Many organisations feel excluded from key decisions due to inaccessible language, lack of transparency, and complex health system structures.  The report urges for clearer communication, better access to networks, and inclusive engagement practices. 

6. Call for Systemic Change 

Recommendations include long-term, core funding; rural-proofed services; capacity-building initiatives; and better recognition of the VCSE’s role in addressing health inequalities.  There's a strong emphasis on community-led approaches, co-production, and asset-based development to build trust and resilience from the ground up.
