i.e. look at applications and decide on response. This is at present done by a trustee unpaid.

Realising clash of interests - personal, financial, political (local and county councillors)

Knowing who is the right person at NCC to talk to on an issue

Coping with official indifference and/or ignorance

Commissioners need to move to involvement throughout cycle - not consult

Commissioners need to look beyond the usual suspects
